BLACKPOOL TOWER REFURBISHMENT PROJECT – APPROVAL OF METHOD OF PROCUREMENT FOR FRAMEWORK CONTRACTORS
Matter for Consideration:
To approve the procurement method and appointment of preferred bidder for the Framework Contractor to undertake works in relation to Blackpool Tower.
Information:
The works comprise the refurbishment and repair of existing historic building façade facing the Promenade at Blackpool Tower. It entails the replacement of previously damaged decorative terracotta repairs and replacement as required to stained glass windows, door and screens.

Following a procurement process that was fully compliant with both EU Public Procurement Regulations and European Regional Development Fund conditions and the Council’s Corporate Procurement Rules, it is recommended to appoint F. Parkinson Ltd as the Framework Contractor.

The framework contract period will be for a period of 4 years. This will enable the council to call off from this framework in the future if there any additional similar works required without having to go through a procurement procedure.

However, the tender documentation included a caveat that any works or projects of a similar nature that may arise in the future that exceeded the relevant EU threshold at that time would be subject to a separate OJEU compliant procurement process.

Legal Considerations:
This Project is in line with the Contract Procedure Rules and European Regional Development Fund Funding Conditions. Contract formalities will be completed in accordance with the JCT Intermediate Form of Building Contract 2011 with Contractor Design.

Financial Considerations:
The funding approved for this project is a mixture of European Regional Development Fund and previously approved Prudential Borrowing.
Performance Management Considerations:
The contractor performance will be monitored through strict controls on site and a dedicated contract management team with weekly team meetings with all relevant stakeholders. In addition the contractor is familiar and has experience with conservation building works within listed buildings.

Operational risk assessments and method statements will be carried out and provided as part of the Construction Design and Management Regulations
